Performance-Based Contracting Quality Control
Tikras will always provide our clients with the tools to monitor performance-based contracting. Tikras’s core competencies include applying best practices to ensure the most value for every contract dollar spent, and we are ready to implement these strategies in managing our tasks for Seaport-e customers. Under the direction of the PD, the PM will continuously review the status of in-progress tasks in compliance with Tikras’s internal Quality Control (QC) Plan. Tikras follows the highest standards of business and operating practices, which we will apply to all Seaport-e support MAC tasks.
 
Monitoring of Multiple Task Orders
Tikras will always provide our clients with the tools to monitor performance-based contracting. Tikras’s core competencies include applying best practices to ensure the most value for every contract dollar spent, and we are ready to implement these strategies in managing our tasks for Seaport-e customers. Under the direction of the PD, the PM will continuously review the status of in-progress tasks in compliance with Tikras’s internal Quality Control (QC) Plan. Tikras follows the highest standards of business and operating practices, which we will apply to all Seaport-e support MAC tasks.
 
Customer Responsiveness Through Communication and Cooperation
Under QCO oversight, Tikras’s PM will work closely with the COR in all aspects of the procurement through frequent telephone and email communication to discuss project progress and problems. In addition to TO-required deliverables, the PM will prepare and provide our customers with bi-weekly status reports and a final project report. Tikras’s foremost objective will be to avoid problems through open communication, not only with NAVFAC and/or SYSCOM management staff, but also within and among all members of the task teams. We will request feedback on our accomplishments and progress, and solicit recommendations for improvements. This customer response will allow the early identification of potential problems and issues and permit a quick response for resolution. Additionally, Tikras’s system of cost control, scheduling, and tracking policies will ensure close monitoring of all TOs for cost-effectiveness and potential problem areas.
 
Schedules and Timeliness
Tikras’s QCO, working with the PM and our tracking database, will ensure that schedules and milestones are met, staff assignments and labor mix are appropriate and effective, and costs incurred are in compliance. Updating the database with new costing information such as TO amendments, new equipment, personnel, and other assets is an ongoing process that produces timely information and ensures real-time cost savings is passed on to the Seaport-e customer. QCO monitoring of the database detects potential and actual schedule slippage early, identifies related impacts, and allows the PD maximum lead-time to reallocate resources and re-establish priorities appropriately.  
 
Cost Control
The PD and QCO will perform a thorough QC review on all major contract deliverables before final submission to the COR. As cost control is an integral part of the TO work effort, each QC plan will contain a detailed allocation of contract resources and a time schedule for work performance. The cost designated for each TO will be allocated to specific completion milestones or events to allow the measurement of work performed to work budgeted. This will ensure effective tracking of performance against cost throughout the TO performance period. The PD is enabled in this reporting by Tikras’s tracking database, which allows contract and financial data to be electronically downloaded and customized to meet any reporting needs.
 
Problem Identification and Resolution
The PM will ensure effective internal communications by conducting weekly meetings for all team members, passing on information related to the TO and any Tikras policy or issues affecting the team. Team members will, in turn, have the opportunity to surface problems or concerns. In this way, we will anticipate problems and implement a solution while the problem is manageable. Problems can be detected and resolved not only by constant, informal monitoring and observance, but also by formal meetings and personnel reviews. When problems or issues surface, Tikras will take prompt action, including preparation of action item lists where necessary to assure follow-up and closure. In addition to face-to-face meetings, we will communicate via e-mail, informal and formal reporting, and telephonically, to ensure our performance of Seaport-e task orders meets and exceeds all applicable metrics.
 
Workforce Management
To perform Seaport-e’s TOs at the lowest possible cost, and across a wide variety of functional areas, Tikras recognizes the importance of maintaining a flexible, stable, and expert workforce. We remain ready at all times to adapt to the flow of TOs, as well as changes occurring within individual TOs, by employing extensively cross-trained individuals whose training is refreshed and updated whenever needed, and whose stability is ensured through our retention procedures. Employees are cross-utilized across various program areas in order to maintain cost-effectiveness without sacrificing Tikras’s high quality standards. To retain institutional knowledge, we will seek personnel for new hires who have worked on previous NAVFAC and/or SYSCOM assignments in the pertinent functional areas.
 
Cross-Utilization
Although we will be responding to five functional areas in Seaport-e, many of these support functions involve similar skills, and our employees are trained across a wide spectrum of duties. For example, our IT personnel are trained and experienced in administrative and clerical duties, and can provide IT functions in program support and the technical disciplines of supply and provisioning support. Tikras will share employees across many Seaport-e task orders, especially in administrative, accounting, operations, and management functions. Tikras encourages all its employees to cross-train in other functional areas, and to expand their knowledge base through additional training, and will implement mandatory training when this will provide greater cost-effectiveness to Seaport-e. Our tracking database further augments this goal by providing employee usage across many functions, allowing easy reference to new skillsets when needed.
